Environmental Policy Turkmenistan: Core Principles

Environmental policy in Turkmenistan rests on one idea: protecting nature secures the nation’s future. During the current stage of national development — the Revival of the New Era of a Powerful State — environmental protection and rational resource use have gained strategic importance, both regionally and internationally. The reasoning is practical. When the balance between people and nature breaks down, environmental degradation, biodiversity loss, and the disappearance of species follow.

Human society depends entirely on natural resources. Yet without well-designed protection programs, that dependence erodes ecological balance. Turkmenistan recognizes this risk and places sustainability at the center of its long-term development agenda.

Global Initiatives and Climate Commitments

Under the leadership of President Serdar Berdimuhamedov, Turkmenistan actively promotes environmental initiatives worldwide. At the 78th session of the UN General Assembly, the President proposed several key measures. These included a UN-targeted environmental strategy for Central Asia, a regional center for climate change technologies, and the Caspian Environmental Initiative. Each proposal aims to draw international attention to the region’s environmental challenges and strengthen cooperation.

Turkmenistan also acts on global climate goals. At the UN Climate Change Conference (COP28) in Dubai, the President announced the country’s accession to the Global Methane Pledge. Environmental Rights in National Legislation

National law firmly protects environmental rights. Article 53 of the Constitution guarantees every citizen a healthy environment, access to reliable environmental information, and compensation for damage from violations or natural disasters. This provision reflects a clear state priority: it links public health directly to environmental well-being.

Cooperation with UN Agencies

Turkmenistan has built substantial experience with UN agencies and international partners. Today, dozens of national and regional programs run in partnership with the UN Development Programme (UNDP), UN Environment Programme (UNEP), the Global Environment Facility (GEF), FAO, and the Regional Environmental Centre for Central Asia. Strengthening Environmental Legislation

The country continues to strengthen its environmental laws. National legislation targets pollution, conserves unique biodiversity, and protects land and water resources. The National Leader Gurbanguly Berdimuhamedov initiated key strategic documents, including the National Climate Change Strategy and the National Forest Program. Large-scale campaigns, such as annual tree-planting drives, have become part of everyday environmental culture.

Public Participation

Public organizations actively raise environmental awareness. The Nature Protection Society of Turkmenistan ranks among the largest civil groups supporting state policy. It encourages public participation and promotes responsible attitudes toward conserving and restoring natural resources.

Together, these efforts preserve natural wealth, ensure rational resource use, and maintain ecological balance. They support sustainable economic growth, improve quality of life, and secure long-term environmental safety for present and future generations.
